The Enterprise Risk Management Unit in the State Claims Agency hosted a recent network event for State authorities under the General Indemnity Scheme to enhance learning from incidents and claims.
Event overview
The seminar, which was kindly hosted by the Office of Public Works (OPW) at Kilmainham Gaol and took place on 20 November 2025, facilitated engagement between subject-matter safety and risk experts in the State sector. It also provided a forum to provide learning and insights from the State Claims Agency and the OPW on key risk management and safety issues.
The speakers on the day were:
- Pat Kirwan, Deputy Director - Enterprise Risk, SCA Business Systems & IT Operations, who explored the work of the Enterprise Risk Management Unit in 2025 and shared priorities for 2026. Pat also provided an update on key developments in the functionality of NIMS, the National Incident Management System, the State’s national end-to-end incident, risk and claims management platform.
- Silke Hattenhauer, Enterprise Risk Manager, and Christine Shan, Lead Researcher, who shared lessons learned from claims under the General Indemnity Scheme.
- Patrick Fields, Senior Health and Safety Advisor - Health and Safety Services in the OPW, who provided an overview of the work carried out by the OPW Risk Management Unit.
Following the seminar, delegates completed a tour of Kilmainham Gaol with the OPW.
