State Authorities, whose claims are delegated for management by the State Claims Agency, do not have conventional insurance cover in respect of the liabilities arising from these claims. Instead, they operate under State indemnity, a self-insurance model or ‘pay as you go’ system, whereby the State Authority retains the costs of claims.

We operate State indemnity through the General Indemnity Scheme and the Clinical Indemnity Scheme.

This State Indemnity Guidance document sets out answers to some key queries, for State Authorities, about State indemnity operated by the State Claims Agency. This guidance relates to the General Indemnity Scheme and does not cover the Clinical Indemnity Scheme.
